Greetings Residents,
It’s been a long year since the COVID-19 pandemic first hit our country. Finally there are some new hopes that life is returning to normal. I would like to update you on some COVID-19 information, things going on in our local government that you should be aware of, and community events happening around our community.
Today is Memorial Day. Harry S. Truman once said, “Our debt to the heroic men and valiant women in the service of our country can never be repaid. They have earned our undying gratitude. America will never forget their sacrifices.” On this Memorial Day let’s honor and remember all those who have paid the the ultimate price especially from our community so we all can live free as Americans.

COVID-19 Update
Ohio’s Mass Vaccination Clinic at the Wolstein Center is open 7 days a week. Walk-ins are welcome from 8:00 a.m. to 7:00 p.m. or vaccination appointments can be reserved at gettheshot.coronavirus.ohio.gov or by calling 833-4-ASK-ODH. There are also more than 1,200 other local area providers offering vaccines across the state. Those who receive their first dose of the Pfizer vaccine at the Wolstein Center before the clinic closes will be scheduled to receive their second dose at an area Discount Drug Mart location. Free transportation in Cuyahoga County is available by calling 2-1-1. Youth ages 12-17 who are not emancipated must have consent from and be accompanied by a parent or legal guardian to be vaccinated at the Wolstein Center. Parking is free.

Expiration of Statewide COVID-19 Health Orders
Governor DeWine announced earlier this month that he has asked the Ohio Department of Health to remove most pandemic health orders on June 2nd. The timeline will allow any Ohioan who has not yet received a COVID-19 vaccine to obtain one to protect themselves and others before the lifting of coronavirus mitigation protocols. Measures being removed will include facial covering protocols, social distancing guidelines, and capacity restrictions for indoor and outdoor events. Governor DeWine also announced that any pandemic health orders that would remain solely relate to either 1.) nursing homes and assisted living facilities, which will also to have federal safety protocols, and 2.) data collection related to the pandemic. Rumpke Waste & Recycling Memorial Day Holiday Schedule
In observance of Memorial Day, just a reminder again Rumpke trash and recycling collection will NOT occur on Monday May 31st. Service will be delayed one day the rest of the week. This means if your regular pick-up day is Monday, it will be moved to Tuesday, Tuesday will be moved to Wednesday, etc. Rumpke will resume its normal schedule the week of June 6th. City Council Legislative Highlights
Some highlights from the North Royalton Council Meetings for the month of May. The following legislation was approved:
- Ordinance 21-83, and ordinance authorizing the Mayor to enter and execute a contract with CT Consultants Inc. as Consulting Engineer to provide engineering services for the city of North Royalton and approve the appointment of Justin Haselton as the City Engineer.
- Ordinance 21-84, an ordinance approving staffing changes in the Building Department which include creating a planner position. Read More.
- Ordinance 21-85, an ordinance approving a Change Order for Set in Stone Contracting LLC for 2021 City Road Maintenance Program due to issues that came up with work in Royal Valley subdivision.
- Ordinance 21-89, an ordinance approving the purchase of a Pierce Velocity Pumper Truck for the North Royalton Fire Department to not exceed the amount of $715,772.00.

Charter Amendments on November Ballot
North Royalton City Council on May 18th approved two Charter Amendments for the November 2, 2021 General Election Ballot that voters will be voting on. Please get education on both of these issues. Here is a little information to help you better understand what you will see on the ballot. The first Charter Amendment approved Ordinance 21-80 creates a new process that allows for City Council to participate in the creation of proposed amendments and for a collaborative resolution in the event there is a disagreement between City Council and the Charter Review Commission. Given the issues with last years Charter Review process this amendment makes sense. Read More.
The second Charter Amendment City Council approved in a 5-2 vote Ordinance 21-81. This charter amendment would change the way our Mayor and Council President are elected in North Royalton. The Council President and Ward 1 Councilwoman were correct in voting against this Ordinance. Sadly this is another move by the current majority on city council that wastes taxpayer dollars. If this new charter amendment is approved, it would add a special May primary election with only the top two vote getters for Mayor and Council President moving on to the November ballot. A primary election will waste at least $40,000 to $100,000 or more of our taxpayer dollars just to pay for a special election. Turnout for most municipal elections are typically low. How many residents want to, or will even show up to vote in an odd year primary? This is an unnecessary waste of our time. The current Council President was quoted recently in a local newspaper saying, “Current system has worked previous times when multiple candidates ran for mayor and the current system gives plenty of time to evaluate candidates”. I concur too that the current process is not broken. In 2019, our current Mayor defeated four other candidates and obtained over 50% of the vote. Our current Council President ran unopposed. This charter amendment if approved only benefits the five individuals on Council who voted for it and have higher ambitions as we get closer to the 2023 Mayoral and Council President elections. This will allow them to run from a safe seat for Mayor or Council President in future elections. If they are one of the eliminated candidates of the proposed new special primary elections they can still run to retain their Ward Council seats in the same year, which currently nobody can do. This all is just a ploy to keep the current majority in power and keep others out of the top two elected positions. This charter amendment is fiscally irresponsible, confusing, and self-serving. The money wasted on this proposed primary could be better used to fix our roads, storm water issues, aide our struggling small businesses, or provide more resources to our seniors. Past City Councils and Charter Review Commissions have come to the same conclusions that this would be a waste and still are correct today. I urge residents to vote NO on this charter amendment come November 2nd.
New Police Chief Appointed
City Council this month approved Lieutenant Keith Tarase as the new Chief of the North Royalton Police Department and is officially on the job. He replaces Chief Ken Bilinovich, who retired on April 2nd. Read More.
2021 City Road Repair Program Update
Boston Road Resurfacing (West 130th to Ridge Roads)
The City has partnered with Medina County and will be resurfacing Boston Road. Construction is planned for summer 2021.
State Road Widening Project
As part of the new Elementary School for the North Royalton City School District, State Road is being widened from the new school to north of the intersection of Valley Parkway. The widening on the west side of the road is scheduled tenatively be complete by the first week of June 2021. The east side is scheduled to be complete by the first week of July 2021. There is a detour route for southbound traffic.
North Royalton City School District Construction Projects
Earlier this month, demolition began on the old part of the North Royalton High School built in the 1950s and 1960s. As a 2004 NRHS graduate I have a lot of fun memories from my days at North Royalton High School. Construction continues on the High School, Middle School, and new Elementary School projects. Annual Fire Hydrant Flushing
The North Royalton Fire Department has started their annual fire hydrant flushing. The Fire Department will begin flushing hydrants throughout the city. Currently they are in Ward 2. Sometime next month they should be in Ward 3. It may take them longer due to call volume, training, weather and other mandatory daily requirements. Please be alert for discolored water and if it should occur, run your cold water until it is clear. Before an area is tested, residents will be notified through the city’s reverse 911 phone system called ReadyNotify.

North Royalton Produce Market
The next North Royalton Produce Market will be June 8th from 2:00pm-3:00pm outside at the York Road Recreation Field Pavilion, 14631 York Road. The other outdoor season dates are July 13th, August 10th, September 14th and October 12th. The program is specifically geared toward serving the senior citizen population within our community; however, anyone who meets the income criteria, determined by the Federal Government Poverty guidelines, may receive fresh produce from the market. If you are in need of monthly food assistance, call Royal Redeemer Lutheran Church at 440-237-7958 ext. 130 or St Albert the Great Parish at 440-237-6760 for information on their food pantry requirements.

CLE Market
The City has partnered with Cle Market to bring an outdoor, artisan-style venue for our community once a month on the City Green. Established in 2020, the popular Cle Market pops up monthly around Northeast Ohio. The market showcases 30 vendors, including local businesses, selling high-quality foods, baked goods, art, textiles, flowers and more. Every market will have a local, non-profit partner, so be sure to keep an eye out for who that may be. The next one will be held on June 12th from 11:00am to 3:00pm. For businesses interested in participating in the market, an application is available on the Cle Market website under vendor application.
Community Coffee with Dan
Dan Langshaw candidate for North Royalton Ward 3 City Council invites North Royalton Ward 3 residents to his next Community Coffee on June 13, 2021 from 1:30pm to 2:30pm at Peeboo & Beanie Gourmet Cream 12971 State Road in North Royalton. Dan holds these coffees in order to stay in touch with fellow residents, listen to feedback on ways to improve the community, and an opportunity for residents to get to know Dan better. There is no appointment necessary. Simply stop by and grab a FREE cup of coffee with Dan.
