All those April showers do bring those beautiful May flowers. Also hopefully some nice warm weather too! And of course let’s hope the CAVS continue to advance in the NBA Playoffs! City government remains relative busy with a number of things to update you on below. Don’t forget to vote this Tuesday May 2nd for the Primary Election. Here is some important information below to help you with voting.
May 2nd Primary Election
Tuesday, May 2nd is the Primary Election Day. The only thing on the ballot is Issue #11 the North Royalton City School District Bond Issue. If you like more information about the Bond Issue check out their Website at www.nrkidsfuture.com or the School District Q & A page at http://www.northroyaltonsd.org/FrequentlyAskedQuestions.aspx for more information to help educate yourself on this important issue that impacts our community. Polls are open from 6:30am-7:30pm. The following places are polling locations for Ward 3 residents:

Council Update
Highlights from Council Meetings
Some highlights from the City Council Meetings for April. Council approved Ordinance 17-51 accepting the bid of Digioia Suburan Excavating LLC for the storm sewer improvements for the Cedar Estates Detention Basin improvement project. Council also approved Ordinance 17-59 to authorize the Mayor to enter into an agreement with Raftelis Financial Consultants Inc to prepare a waste water financial plan and rate study for the city. Read More. Council approved Ordinance 17-60 to authorize the Mayor to enter into an agreement with GOVDEALS an internet auction service site to help sell city property no longer needed.
Fighting Blight
Residents in Ward 3 have brought to my attention an issue of properties both in our ward and throughout the city that are selling all kinds of junk for months and even some that are almost year round in their front yards of their properties that could be anything from car parts, lawn mowers, snowblowers, furniture, home appliances, and more. It is especially bad on the main roads of the city. This junk looks like things that have been scavenged out of the trash or from hoarding. Either way it does not give a good image to the overall character of our city, contributes to further blight, and even some safety concerns. Currently there is nothing on the books where that city can use to address this issue. So for almost a year I have been working with the administration and City Building Department on possible legislation to regulate what we term as home sales. Most of our neighboring city’s have ordinance that regulate this kind of activity. At the April Building & Building Codes Committee Meeting I presented Council with draft language for possible legislation that could address this issue. Some on Council did not want to do much of anything regarding this issue. However, based on feedback there will be continued discussion at the May Building & Building Codes Committee Meeting about this issue and what can be done to possibly address it. I will keep you posted.

City Update
New Recycling Program Starts
The city new curbside recycling program starts this week May 1st on your regular curbside rubbish/recycling day. Please note rubbish collection will remain the same as it has been, it is just recycling that is changing with the use of the recycling cart. Click Here to view the curbside recycling and rubbish collection guidelines. Please put all of your recyclables in your new green recycling cart. Please place the cart three feet from the curb so that it may be picked up. You will see a bar half way down the cart. Please place the bar portion of the cart so that it faces the street. Some residents have asked me what they can do with the old blue recycling bins now that the city has switched to the green carts. If you no longer want your blue recycle bins you can bring them to the City Service Yard located at 11545 Royalton Road on Saturday’s from 8 am-3 pm to recycling them. If you have any issues with your new recycling cart please call the City Service Department at 440-582-3002.
New Police Chief Selection
On March 17th Police Chief John Elek officially retired after 33 years of service with the North Royalton Police Department. The process of selecting his replacement is currently underway. Currently Lt. Jim Cutler is serving as acting chief until the permanent replacement is selected. The mayor will chose from the top two candidates from those who took the civil service police chief test. Per city charter, only the rank of sergeant and higher, internally within the department, qualify to take the test. Read More.
Old City Hall Update
City Council authorized the Mayor to advertise and receive bids from companies to demolish the old city hall. It will likely come down sometime this year. Council is still discussing how to redevelop the site. A multi-use two-level pavilion into the hillside, where residents can meet or picnic while enjoying panoramic views of Medina County to the south is something Council is considering. Read More.

Easter Bone Hunt
On April 8th Missy the First Dog of North Royalton Ward 3, my family, and I participated in the North Royalton Animal Hospital’s Easter Bone Hunt! We had a fun time! Thank you to Dr. Hechko and the North Royalton Animal Hospital for all the great things that you do for our community!
Annual Fire Hydrant Flushing
The North Royalton Fire Department has begun flushing fire hydrants in Ward 3 and will continue for 7 to 14 days. Please be alert for discolored water and if it should occur, run your cold water until it is clear.
Ward 3 Recycling Tip of the Month
Answer the call to recycle your wireless phone! 100 million of them go out of use each year, according to the U.S. EPA. Donate your out-of-use cell phone to a local charity or find a drop-off facility near you by Clicking Here.
Flag Retirement Drop Off Boxes
With Memorial Day coming up this month. It is a good time to remind folks that there is a proper way to dispose of any warn out American Flags. Click Here for flag etiquette information. Here in North Royalton residents can dispose of their American Flags properly by dropping them off in the flag retirement boxes located in the lobbies of the following places: North Royalton City Hall 14600 State Rd, North Royalton Police Station 14000 Bennett Rd, and North Royalton Public Library Branch 5071 Wallings Rd. These boxes are manned by a local Boy Scout Troop who will then properly dispose of them as required.
Exterior Property Maintenance Reminder
As your Councilman I get reports from the Building Department on various violations by Ward 3 property owners, which city building inspectors have found during their inspections. A common violation I start to see this time of the year as the weather gets warmer is of non-compliance with Section 660.14(a) (b) (c) (d) of the Codified Ordinances of North Royalton titled “Weeds and Grass”. A majority of these are properties that appear to be either vacant or in foreclosure, in which the grass has not been cut or the weeds have become overgrown. Here are some helpful reminders about what property owners are required to do for exterior maintenance of their property. Property owners are required to cut any weeds, grass, underbrush and non-edible grass or woody vegetation in excess of 6 inches. Ensure that any ditches are kept clear of any type of grass, underbrush in excess of 6 inches. Exterior of property areas of all premises and lots shall be kept free of any debris, objects, material or conditions which may create a health, accident or fire hazard. The exterior of every structure or accessory structure including fences, shall be maintained in good repair and all surfaces shall be kept painted. Storing abandoned or junk vehicles on your property is not allowed. If you know of any properties like this in our ward that may have an issue, please report them to the Building Department at 440-582-3000

Partnership for a Healthy North Royalton Informational Series
We at PHNR see a future where the youth and adults make healthy choices and responsible decisions. Join us for an event that helps us as we do our part to help create a drug-free future for our cities! Everyone and anyone is invited to come and take part in this 3 night informational series aimed at educating and empowering our family, friends, and neighbors to go beyond the news stories and see the impact at street level here in the suburbs. In the interest of better educating our community on the current landscape of substance use disorder (including but not limited to alcohol, tobacco, marijuana, and the opioid crisis) PHNR is sponsoring a three part series called “Drugs and Addiction 911: Our Community, Our Emergency, Our Solutions” taking place April 3rd, April 24th, and May 15th. This event will be held at the North Royalton United Methodist Church and will help give the participants a look into the world of substance abuse and it’s impact across families, communities, and resources. All dates will feature a presentation and will end with a Q&A session. We invite everyone to attend all 3 nights but it is not required. Click Here for more information.
