Mother Nature sure has been giving us all kinds of weather the last few weeks. At least we are getting closer to Spring. Just a reminder don’t forget to move your clocks ahead an hour this Sunday March 12th for Daylight Savings Time. It might also be a good idea to check all batteries in the smoke detectors in your home too. City government remains relatively busy with a number of things to report on below.

Council Update
Highlights from Council Meetings
Some highlights from the City Council Meetings for February. Council approved Ordinance 17-18 extending the current city medical marijuana moratorium another six months. Council also approved Ordinances 17-07 and 17-08 which help strengthen the city’s building maintenance laws and to combat blight. Read More. Council approved Ordinances 17-28, 17-29, 17-30, 17-31, 17-32, and 17-33 to purchase various vehicles for the Fire Department, Police Department, Service Department, and Waste Water Departments.

City Update
City’s Bond Rating Reaffirmed
Moody’s Investor Services recently reaffirmed the city’s strong Aa2 bond rating, noting a solid tax base, healthy financial position and small debt burden. Which is good for the city’s overall fiscal health. Read More.
Deer Update
Archery hunting season has ended with the total number of about 187 taken in North Royalton. Here is a breakdown by ward of the deer taken: 85 in Ward 1; 13 in Ward 2; 10 in Ward 3; nine in Ward 4; 27 in Ward 5; and 43 in Ward 6. Overall the first year of this program went well with minimal issues. The representatives from the cities of Strongsville, Broadview Heights, Parma, Parma Heights, Seven Hills, and North Royalton will be meeting soon discuss how this regional program went and what can be improved. School Bond Issue Information & Survey
Some residents have contacted me requesting more information about the North Royalton City School District’s Bond Issue that is on the May 2nd Ballot. Here is some information from the school district. The Bond Issue will consolidate three outdated elementary buildings into one new building, renovate the middle school and rebuild and renovate the high school to reflect today’s educational standards and make sure our children are safe in the buildings. Without the issue, our district faces cuts of over $3.5 million each year to pay for critical repairs to the existing buildings. These cuts will devastate the quality of education in our community. Retirements
On February 28th Judy Willey the Director for the City Office on Aging and Human Services Officially retired after working for the city for the last nine years and a over 40 year career as a social worker too. Read More. Congrats to Judy on her retirement and years of service to our community! Also recently Police Chief John Elk has announced his retirement after 33 years of service to our city. His last day will be March 17th. Congrats to the Chief for his years of service keeping our city safe! Read More.
Medical Marijuana Update
On February 7th City Council approved Ordinance 17-18 extending the medical marijuana moratorium for an additional six months on any permits allowing retail dispensaries, cultivators, or processors of medical marijuana within our city. I voted against it because I believe a year-long moratorium instead is needed, hearing that the state program will not be fully functional until spring 2018 at the earliest. Also President Donald Trump has not fully installed his cabinet, a cabinet that could bring about changes to marijuana at the federal level. Something like this needs to be thoroughly vetted. Old City Hall Update
Last month at the City Council Building and Building Codes Committee Meeting there was discussion about the old city hall. A majority of council seems in favor of demolishing the old city and replacing it with a possible open pavilion that could be used as a bandstand and as a picnic area. Also making the roof usable as an overlook looking at the great views of south into Medina County. Also there was talk about having new restrooms added to the city green as well. It makes sense to demolish the old city hall. I really like the idea of an observation deck which would something unique that will draw people to our area and it still fits in with the original purpose of public use for people to enjoy too. No official plans have been presented, but council will continue to discuss the issue in the coming months. I will keep you posted. Read More.

Planning Commission Meeting
On February 22nd I attended the City Planning Commission Meeting regarding a proposed five bedroom group home to be built by the Mentor Network for individuals with developmental disabilities on a currently vacant lot they have acquired on York Rd here in Ward 3. At the meeting I requested that the Planning Commission have additional buffering and fencing between the two residential properties, which is something residents neighboring the proposed home wanted.
Ward 3 Recycling Tip of the Month
Styrofoam is a trade name for expanded polystyrene (EPS). Styrofoam is hard to recycle because it takes up so much space relative to its weight, and few markets exist. The Cuyahoga County Solid Waste District accepts white, formed blocks of Styrofoam. No Styrofoam sheeting, peanuts, colored foam, food trays or egg cartons. The Cuyahoga County Solid Waste District is located at 4750 East 131 Street in Garfield Heights. Hours are Monday-Friday 8:30am-4:30pm. Click Here to learn more.

Spring Food Box Distribution
The Office on Aging is currently taking applications for the Spring Holiday Food Box from the Kiwanis/North Royalton Partnership Food Pantry. Applications are available until March 10th. Please bring your photo ID, proof of income and a current utility bill as proof of residency. You will need to meet income eligibility guidelines. Boxes will be distributed on March 25th at Royal Redeemer Church in North Royalton, a ticket will be given to you upon application with pick up instructions. If you have any questions, please call the office at 440-582-6333. For those residents who wish to donate to the food bank, please note that Aldi’s or Giant Eagle gift cards would be helpful to to them. Checks can be made out to the Charitable Trust of Kiwanis and/or gift cards can be dropped off at the Office on Aging, 13500 Ridge Road, North Royalton.

Partnership for a Healthy North Royalton Informational Series
We at PHNR see a future where the youth and adults make healthy choices and responsible decisions. Join us for an event that helps us as we do our part to help create a drug-free future for our cities! Everyone and anyone is invited to come and take part in this 3 night informational series aimed at educating and empowering our family, friends, and neighbors to go beyond the news stories and see the impact at street level here in the suburbs. In the interest of better educating our community on the current landscape of substance use disorder (including but not limited to alcohol, tobacco, marijuana, and the opioid crisis) PHNR is sponsoring a three part series called “Drugs and Addiction 911: Our Community, Our Emergency, Our Solutions” taking place April 3rd, April 24th, and May 15th. This event will be held at the North Royalton United Methodist Church and will help give the participants a look into the world of substance abuse and it’s impact across families, communities, and resources. All dates will feature a presentation and will end with a Q&A session. We invite everyone to attend all 3 nights but it is not required. Click Here for more information.
