Greetings Ward 3 Resident,

Fall is officially here and so is Playoff Baseball! Congrats to the Cleveland Indians for being AL Central Champions! Even with the change of season things remain relatively busy here in city government with a number of things to report on below.

Some quick reminders:

Halloween Trick or Treat Night
Halloween Trick or Treat Night will be held on October 31st from 6-8 pm in the City of North Royalton.

November 8th General Election
On the November 8th General Election ballot there are candidates for President & Vice President of the United States, United States Senator, Representative to Congress (16th District), State Senator (24th District), State Representative (7th District), Justice for State Supreme Court, State Board of Education (5th District), County Prosecutor, and County Court Judges. There also local issues such as Charter Amendments, EMS levy, and school bond issue that you will be asked to vote on. October 11th is the last day to register to vote in the November General Election. If you are not registered to vote Click Here to register today. October 11th Vote by Mail begins. To avoid lines on Election Day, and to allow extra time to study the ballot, all registered voters may Vote by Mail. Vote by Mail ballot applications are available at the Board of Elections website by Clicking Here, by calling the Board of Elections at 216-443-8683, and at all public libraries. Council Update

Highlights from Council Meetings
Some highlights from the City Council Meetings for September. Council approved Resolution 16-118, Resolution 16-119, and Resolution 16-123 confirming the Mayor’s appointments of three new fire fighter/paramedics for the North Royalton Fire Department. Read More. Council also approved Ordinance 16-126 accepting the bid of Set In Stone Contracting for the York Road/Tilby Road stream bank improvements project. Council approved Ordinance 16-128 for a six month moratorium on the cultivation, processing & sale of medical marijuana within the city of North Royalton. The Ohio General Assembly recently passed House Bill 523 which legalize medical marijuana in the state of Ohio. This moratorium would prevent medical marijuana businesses from opening in North Royalton during that six month period and would give the city more time to study this new state law so we can make the best policy decisions in the interest of the community as a whole. House Bill 523 authorizes local governments to establish some of their own marijuana regulations. Local governments can restrict locations where marijuana is cultivated, process and sold, or they can ban the growing and sale of marijuana altogether. However, local governments can’t stop patients from using medical marijuana. The state law already provides some restrictions on medical marijuana. Such as no one can grow, process or sell marijuana within 500 feet of a school, church, library, playground or park. Also, no one is allowed to grow marijuana in their homes. Council approved Resolution 16-131 a resolution supporting the North Royalton City School District Bond Issue. Council also approved Ordinance 16-138 authorizing the Mayor to seek a grant from the Ohio Development Services Agency for an environmental assessment and conduct environmental remediation as needed for the old Clark Gas Station. City Update

Deer Issue Update
Bow hunting of deer which was approved by voters back in March has officially began coinciding archery hunting season on September 24th in the cities of North Royalton, Strongsville, Broadview Heights, Parma, Parma Heights and Seven Hills. Hunting is only allowed on tracts of land five continuous acres in size or greater. Some of the requirements are: Archers must have a hunting license and a deer permit from the Ohio Department of Natural Resources, have the property owner’s consent; and have permission to hunt by way of that city’s police department. The police chief, or his designee, must visit the property where the hunting will take place and determine the best placement for the elevated stand. And, hunters must notify police before going out to hunt. Our city has received over 61 hunting applications. Read More. School Bond Issue
On September 13th the North Royalton City School District invited residents to a presentation on the future of education in our community.  I had a chance to attend the meeting and found it very informative. If you were unable to attend the meeting Click Here to view the video of it. Issue 116, the North Royalton City School District Bond Issue will be on the November 8th Ballot. Some highlights of this new plan are that it calls for building one centralized elementary school, renovate the middle school, renovate the high school and add an academic wing, the state of Ohio will contribute approximately $4.5 million toward construction, and it will help keep school tax base as one of the lowest in the county. City Food Bank Merger
The Mayor recently announced that the North Royalton Kiwanis/City Food Bank has merged with Royal Redeemer’s Food Bank. This will be a 3-way partnership involving the city, North Royalton Kiwanis Club, and Royal Redeemer Church. Everything will stay the same it is just at a new location. Royal Redeemer Church has full-time and part-time staff dedicated only to the food bank which will help provide better service to the community. Residents in need of food can contact Royal Redeemer’s food pantry assistant Kathi Lacinski at 440-237-7958 EXT 133 to set up an appointment. Residents can also continue to donate as they have in the past. All donations should be dropped off at Royal Redeemer Lutheran Church, located at 11680 Royalton Road. City Issues on the Ballot
Voting will begin soon for the November 8th General Election. So much of the focus this year is on the battle for the Presidency of the United States. Please make sure you vote all the way down your ballot because there are many other candidates and issues that need your vote too. Here in North Royalton, our city has issues on the ballot. There are four charter amendments for voters to approve that are housecleaning measures meant to tidy up charter language and simplify terms of office rules. Besides the charter amendments the city also has Issue #73, an EMS levy on the ballot which I especially like to urge for your support. This levy would replace the old 1.7 mill EMS levy with a new 1.7 mill levy that would restore collection back to the original intended amount that voters in early 1990s passed that has been lost to inflation, population growth, cuts in state aid, and House Bill 920. This levy will help us maintain this vital service to ensure that all our families continue to get the best care in the time of an emergency. Read More.

Ward 3 Picnic in the Park
On September 3rd I hosted a Ward 3 Picnic in the Park Event at Memorial Park Pavilion #2. Over 50 residents came out to enjoy a fun afternoon in the park. Special thanks to the North Royalton Fire Department for stopping by with both a fire truck and ambulance for residents to learn more about all that they do to keep us safe. We also raised $108 for MDA (Muscular Dystrophy Association) which was this years charity that the Ward event helped. Read More.


Troop 526 Pancake Breakfast 
On September 11th attended the Annual Pancake Breakfast for Boy Scout Troop 526. It was great to be one of the sponsors for the event! Most importantly I want to give a special thank you to all the Boy Scouts in our city for all the great service projects and work that they do to help our community!

Police Reserve Raffle 
On September 17th attended the North Royalton Police Reserve’s Fall Fun Charity Raffle. It was great event. I just like to thank both our Reserve Police Officers and all those in the North Royalton Police Department who serve our community and help keep us all safe!

Harvest Fest 
On September 25th attended the North Royalton Harvest Fest. It was a fun event and a great way to officially celebrate the start of Fall. Thanks to all the service organizations and groups who helped put it together!

Blossom Hill Clambake
Also on September 25th attended Blossom Hill’s Annual Clambake Fundraiser at Olesias Place to support all the great things that they do to care for adults with physical and mental disabilities. If you like to learn more about them check out their website at http://blossom-hill.org.

Beware of Curb Painting Scam
Beware of a scam where a resident receives a flyer taped on their mailbox or door offering them an opportunity to have their address painted on the curb. They ask to have the resident leave payment taped to their front door and the work will be done. Often the money is taken and no work is done. There are no contractors registered in the city of North Royalton to paint addresses on curbs and no solicitors permits have been issued to solicit that service. If any residents see these persons dropping off envelopes or painting curbs, please immediately contact the North Royalton Police Department on the Non-Emergency Phone # at 440-237-8686. Read More. If you do need a reliable address sign the North Royalton Fire Department does them for residents. They offer a reflective metal address sign that can be attached to your mailbox that can be seen by emergency responders year round in any weather. The cost for the sign is just $15.00 to cover the cost of materials. The Fire Fighters will even install the sign for residents if they are unable to do so themselves. City Reverse 911 System
North Royalton Ward 3 residents if you are not signed up for our city’s reverse 911. Click Here to sign up today. It’s a great resource and tool to communicate quickly to residents in an emergency.

Help for Veterans
The Veterans Service Commission of Cuyahoga County will have a representative in the North Royalton Public Library on the following dates October 11th-12th, November 14th-16th and December 12th-14th. The representative will be at the library from 9am to 3pm on these dates to discuss and help veterans file for various VA benefits and claims and assist with temporary financial assistance and help with transportation (bus tickets) for VA medical appointments. Not only will this program spare veterans a trip downtown to discuss these topics, but no appointment is necessary. Veterans can simply walk in at a time convenient for them during the VSC hours.
