Council Update
Highlights from Council Meetings
Some highlights from the City Council Meetings for December. Council approved the nomination of Ward 2 Councilman Gary Petrusky for the position of President of Council Pro-Tem. Council approved Ordinance 15-102, the 2016 City Budget. Council also approved Ordinance 15-112, authorizing a lease/purchase agreement to finance the purchase of a ladder truck for the North Royalton Fire Department. Council approved Ordinance 15-115 and Ordinance 15-116 that both deal with renewing the annual contract with the Cuyahoga Soil and Water Conservation District to provide oversight of storm water runoff compliance with land developers as well as inspection of the retention basins throughout the city. Read More. Council approved Ordinance 15-123, Ordinance 15-124, Ordinance 15-125, and Ordinance 15-126 that approves new two year labor contracts with four of the six labor unions in the city. New Council Committee Assignments Announced
For the 2016-2017 term I will be serving as Storm Water Committee Chairman, Safety Committee Vice Chairman, and a Member of the Review & Oversight Committee. I am excited for my new committee assignments and leadership roles. Read More.

City Update
2015 City Road Repair Program
The 2015 City Road Repair Program is completed for Goodman Dr., Hawley Dr., Akins Rd., and Abbey Rd. There are some outstanding items with driveway aprons on Abbey Rd that will be addressed by the contractor in the spring. Read More.
Northeast Ohio Regional Sewer District Ruling
The Ohio Supreme Court in September reversed an appellate decision and has ruled the Northeast Ohio Regional Sewer District has full authority to create its fee supported regional storm water management program meant to help control flooding. This has been a long court case. About five years ago the sewer district initiated this storm water maintenance program to fund large projects with the mission to better control flooding issues region wide. About 66 communities including North Royalton disputed the fee, arguing it was viewed as a tax rather than a utility by filing a law suit. In about late 2012 or early 2013 the city withdrew from the lawsuit after making a deal with NEORSD officials. Read More. Five local northeast Ohio cities and a merchant council asked the Ohio Supreme Court to reconsider its recent verdict involving the Northeast Ohio Regional Sewer District’s fee-driven storm water maintenance program in hopes of stopping the program’s re-establishment, but the court rejected the request early last month. The city is in the process of working with the NEORSD to discuss the impact of the ruling and how funds can be used to help address storm water issues in our city. Read More.

Still Time to Take the North Royalton Ward 3 Sidewalk Survey
There is still time to take my online survey at https://www.surveymonkey.com/r/NKGPCRQ for Ward 3 residents to give further input on the issue of sidewalks. Survey takes less than 2 minutes to complete. Council has been debating this issue for over five years. All of the ward councilmen were urged to reach out to their residents in correlation with this issue after the November 4th City Council Streets Committee Meeting. Read More. City Council has been reviewing the recommendations from the year long North Royalton Alternative Transportation Study that was conducted by the Northeast Ohio Areawide Coordinating Agency. The study expands upon recommendations made from the 2014 City Master Plan that calls for the city to increase connectivity throughout parts of the city through various methods such as sidewalks, bike lanes, and etc. The study highlights some specific areas of the city to start focusing on for the future in regard to the installation of sidewalks. The only areas in our ward that were recommend are as follows: State Rd. (Wallings Rd. to Castle Dr.) and York Rd. (York Alpha Dr, to W Wallings Rd.). Your feedback and participation are greatly appreciated. The sidewalk survey will run until January 4, 2016. Snow Parking Ban Reminder
Since we are approaching the start of winter. Here is a reminder about snow parking bans and where to find out if one is in effect. A snow parking ban pertains to all city streets is not cancelled until a North Royalton Police Department supervisor deems all roads safe and clear, which typically occurs after snow plow operations have been completed. Violators of the snow parking ban are subject to parking citations and/or impoundment of their vehicles. Community Engagement Task Force Public Meeting
The North Royalton School District’s Community Engagement Task Force will present its findings and recommendations regarding the school district’s facilities at a meeting scheduled for 7pm on February 1st at the high school performing arts center. Following the presentation, there will be a breakout session where residents will form small groups to discuss what was presented and provide feedback.
